Garou can shapeshift whenever they want, and they can remain in their shapeshifted forms as long as they like. They do not need to see the moon, nor do they have to change back at daybreak. They usually (but not always) return to their birth form when they fall unconscious.
If any part of a Garou is cut off while they are shapeshifted, that part reverts to the Garou's breed form - a paw cut off while a human-born werewolf is in wolf shape will become a hand or foot, for example.
